The Superior Council, as the supreme governing body, plays a fundamental role in the governance of the University of La Guajira. Through its authority, the Council establishes the guidelines and directives for institutional development, in accordance with the legal provisions set forth in Article 62 of Law 30 of 1992. In close collaboration with the rector and the Academic Council, the Superior Council is responsible for defining and approving the statutes and regulations that govern the operation of the institution, thus ensuring a solid and transparent regulatory framework.

Functions of the Board of Governors

To issue, modify and interpret the General Bylaws of the Institution.

To issue, modify and interpret, subject to the prior opinion of the Academic Council, the teaching, student, university welfare, research and extension statutes.

To issue and modify, at the initiative of the Rector, the Regulations for Administrative Personnel, Planning and the contractual, financial, accounting and budgetary regimes, the Manual of functions and requirements, and the Manual of administrative and academic procedures.

Approve, at the proposal of the Rector and with the prior opinion of the Academic Council, periodic institutional development plans, considering regional and national planning strategies, and evaluate them periodically.

Discuss, analyze, define, approve and evaluate the academic, administrative and institutional planning policies of the University. For this purpose, it will take into account, among other reasons, the observations and analysis presented by the university's different levels.

To determine the academic, administrative and financial structure and organization of the Institution; to establish the lines of authority, and to issue the basic norms for the direction and organization of the different university departments.

To define, after study and at the proposal of the Rector, in accordance with the budget and legal and regulatory norms, the University's staffing table and the respective assignments, and to indicate the positions to be occupied and the functions to be performed by professors, public employees and official workers.

Establish, with the prior approval of the Academic Council, systems of management, evaluation, control and institutional accreditation processes in harmony with the provisions of Articles 53, 54 and 55 of Law 30 of 1992.

Approve, with the prior opinion of the Academic Council, the creation, merger, suspension and suppression of academic programs, and prepare the guidelines for this purpose.

Authorize, at the proposal of the Rector, in accordance with the Law, after a feasibility study and the opinion of the Academic Council, the opening of branches, extensions, sub-branches and centers for Social Projection.

To authorize, at the proposal of the Rector, in accordance with the Law, the creation of or participation in corporations, associations, foundations and public or mixed-economy institutions.

Ensure that the progress of the Institution is in accordance with the constitutional and legal provisions, the statutes and regulations of the University and institutional policies. In this sense, it will intervene whenever serious events or situations occur that affect or may affect the normal academic and administrative functioning of the institution, including declaring academic and economic emergencies, as the case may be.

To send special delegates to all organizations within the University when the need so requires.

Appoint and remove the Rector.

Accept the resignation of the Rector.

Approve the Institution's budget and the annual monthly cash program.

Approve budget modifications.

To regulate, in accordance with the Law, the application of the intellectual and industrial property regime in the Institution.

To authorize, in accordance with the provisions of the University's Contractual Regime, donations and bequests, and the execution of agreements, contracts and credit operations.

To create and regulate special funds, accounts or programs at the proposal of the Rector.

Establish and regulate the University Oversight System.

To create university distinctions and award those of the highest hierarchy.

To weigh the management reports and financial statements of the Institution, presented by the Rector.

To set, at the initiative of the Rector, the financial and complementary fees for all students of the University.

To order, after consulting the Academic Council and/or when circumstances make such a measure necessary, the suspension of activities at the University.

To authorize commissions to the Rector and the members of the Superior Council when in the performance of their duties they must travel abroad.

Authorize foreign commissions and study commissions, sabbaticals for tenured professors, as provided for in the bylaws and training plans, upon recommendation of the Academic Council.

To give itself its own rules and regulations.

Such other duties as may be prescribed by law and these bylaws.
